Job Order Contracting (JOC) is an indefinite delivery, indefinite quantity (IDIQ) procurement method designed for organizations with ongoing construction, renovation, and repair needs. Instead of bidding each small project separately—a costly and time-consuming process—you establish a multi-year contract with PENTA to perform work on-demand using pre-priced unit costs. Think of JOC as having a construction department on-call without the overhead of maintaining one. You issue task orders for projects as needs arise, we price them using an agreed-upon unit price book (UPB), and work begins within days instead of months.

Safety & QA/QC Management

JOC projects present unique challenges, such as smaller crews and rapid mobilization within active, occupied facilities. PENTA adapts to this environment by developing a site-specific safety plan and job hazard analysis for every single task order, regardless of size. We scale our documentation to your project size: small task orders receive final invoices and warranties, while larger projects over $250,000 receive comprehensive O&M manuals and full as-built CAD drawings.

 

Even on small projects, we perform essential systems commissioning, such as airflow balancing for HVAC or load verification for electrical systems.
